Public services are used by everyone, including the people who find digital services hardest: people with disabilities, older adults, people applying for help at a difficult moment. We design for them first, build on the platform the agency runs, and leave evidence that the result is accessible.

Most of that work is with the State of Ohio, since 2017: we helped define the InnovateOhio Platform as one of several partners, led its user experience, Ohio.gov and the website accelerator, and have delivered 56 engagements, most recently jfs.ohio.gov and Tech4Me. Beyond Ohio we work with the New Mexico Department of Health, and we supported the Chicago Metropolitan Agency for Planning’s Liferay platform from 2018 to 2024.

The obligations are now dated. Under ADA Title II, state and local governments must make their websites and documents, PDFs included, meet WCAG 2.1 AA by April 26, 2027 if they serve 50,000+ people, and by April 26, 2028 if smaller or a special district.

02State of Ohio

Ohio, since 2017.

Nine years with one state, from defining its platform to the sites it runs today. State figures are the State’s; Base22 is one of several partners behind them.

  1. 2017

    InnovateOhio Platform. We help define the platform and lead its user experience, Ohio.gov and the website accelerator.

  2. 2019

    The IOP logo. We design the platform’s logo; a month later the Governor launches it and requires every agency to adopt it.

  3. 2022–2023

    Ohio Department of Job & Family Services. A redesign of the department’s web experience, with accessibility and SEO audits across thousands of pages.

  4. 2025–2026

    Tech4Me. An assessment redesigned with the people who take it: WCAG 2.1 AAA, 11 questions instead of 74.

  5. 2025–2026

    jfs.ohio.gov. Four JFS sites moved from HCL Digital Experience to the State’s Contentful-based platform.

  1. Listen

    Research with residents and staff, including people with disabilities, and an inventory of what you publish.

  2. Prototype

    Information architecture and clickable prototypes, tested with the public before anything is built.

  3. Build

    Accessible components on the platform you run — HCL DX, Liferay, Contentful — with content migrated and tested.

  4. Certify and keep

    Accessibility evidence for pages and documents, trained authors, and support after go-live.

Opportunities for Ohioans with Disabilities

Tech4Me: helping Ohioans with disabilities find the technology that works for them

For an Ohioan with a disability, the right technology, from a screen reader to audio directions to the bus stop, can be what makes a job possible. Tech4Me is where they, their families and their counselors find it. We redesigned that journey with the people who take it: the questionnaire went from 45–60 minutes to 5–10, in plain language, and ends in a personal report that links every recommendation to the tools themselves.

    Job & Family Services: four clear starting points for Ohioans who need help, on the State’s new platform

    People come to jfs.ohio.gov at hard moments: after losing a job, when the food budget runs short, when a child support payment is late. In 2025–2026 we rebuilt the Ohio Department of Job & Family Services’ website on the State’s new Contentful platform around four starting points instead of a list of programs, and moved three related sites with it, keeping the forms, search and chatbots people rely on. It has just gone live.

    New Mexico Department of Health: 600+ public health documents, from 2,000+ accessibility issues to zero

    A parent filling in an asthma action plan for school, someone requesting a water analysis, a family reading about mpox in Diné: New Mexicans get much of what they need from their Department of Health as PDFs. We committed to 300 of the Department’s public documents and delivered more than 600 in one month (May 2026), taking them from more than 2,000 WCAG 2.1 AA issues to none.

    Since 2017 Base22 has helped lay and extend the foundation of the InnovateOhio Platform: Ohio.gov, the shared site builder that lets many agencies run on one platform, the IOP brand, and more than 40 agency websites. Nine years on, the platform serves Ohio’s agencies, boards and commissions from one foundation.
