The platform is a means, not the point. Some organizations need a suite — HCL Digital Experience or Liferay DXP — with portals, personalization and integrations in one place. Others are better served headless, with Contentful or Payload behind a Next.js front end. base22.com itself runs on Payload.

We have worked on both sides of that choice for the same client. We helped define the State of Ohio’s InnovateOhio Platform on HCL Digital Experience in 2017, as one of several partners, and led its user experience, Ohio.gov and the website accelerator. In 2025–2026 we moved four Ohio Department of Job & Family Services sites from HCL Digital Experience to the State’s Contentful-based platform, keeping their forms, search and chatbots.

Whatever the platform, the work is the same: research first, accessible templates from the start, content moved with care, and a team that keeps it running after launch.

02Our component framework

Blueprint: a decade of portals on one framework.

Much of our platform work was built on Blueprint, the platform-agnostic component framework Base22 created. We built a decade of our clients’ portals on it, most of them on HCL Digital Experience, the platform most of our clients ran. In 2024 we rebuilt it in React: 113 components, fully documented.

Ohio Department of Job & Family Services

Job & Family Services: four clear starting points for Ohioans who need help, on the State’s new platform

People come to jfs.ohio.gov at hard moments: after losing a job, when the food budget runs short, when a child support payment is late. In 2025–2026 we rebuilt the Ohio Department of Job & Family Services’ website on the State’s new Contentful platform around four starting points instead of a list of programs, and moved three related sites with it, keeping the forms, search and chatbots people rely on. It has just gone live.

Since 2017 Base22 has helped lay and extend the foundation of the InnovateOhio Platform: Ohio.gov, the shared site builder that lets many agencies run on one platform, the IOP brand, and more than 40 agency websites. Nine years on, the platform serves Ohio’s agencies, boards and commissions from one foundation.

SigmaNet: one intranet for Sigma’s people in Mexico, Europe and the US, built once and growing since 2019
Sigma’s people make and deliver food in plants, distribution centers and offices across the Americas and Europe, and its in-house intranet could not grow with them. In 2019 we built SigmaNet for Mexico from reusable components, so each employee sees the news for their country, company and site. The same foundation reached Europe in 2020 and the US in 2021, and we have kept extending and supporting it every year since.

CMAP: putting the Chicago region’s 2050 plan online for the people it affects
ON TO 2050 is the plan that guides transportation, housing and environmental priorities for northeastern Illinois. With Clarity Partners, we completed its award-winning website on Liferay DXP when it launched in 2018, finished the Contact Manager CMAP uses to reach the public, and ran CMAP’s Liferay sites until 2024.
