Documents are where many accessibility programs stall. Organizations publish forms, reports and notices as PDFs for years, and each one has to be tagged, ordered, described and checked before a screen reader can use it. ADA Title II puts those PDFs in scope for state and local governments.
We run document remediation as a service, on Ockem Proof, the platform we built for document remediation. It checks every document against WCAG 2.1 AA with veraPDF plus its own detectors, fixes mechanical issues automatically and leaves the judgment calls to people. A document is certified only when every check is resolved.
